State Representative Tracy Richardson’s (R-Marysville) legislation, aimed at expanding eligibility for earning a Military Seal upon high school graduation, is set to be signed by the governor. The bill seeks to honor high school graduates who are entering a university ROTC program or a military service academy with a Military Seal on their diploma. Additionally, it mandates school districts to devise a policy that curbs cell phone-related distractions in classrooms.
Under existing law, only students who have enlisted in the Armed Forces or participated in JROTC are eligible to receive the seal. Richardson's proposed legislation aims to ensure equal recognition for all high school students demonstrating a willingness to serve.
“Students receiving appointments to Military Service Academies or ROTC scholarships have demonstrated the same readiness and preparedness for their futures as those students enlisting,” said Richardson. “This legislation recognizes all Ohio high school graduates entering the U.S. Armed Forces and celebrates their commitment to our beloved nation.”
The bill received unanimous support from both the Ohio Senate and House of Representatives and was concurred upon on Wednesday. As per the amended bill, local school districts are required to consider the impact of distractions on learning and formulate a policy minimizing cell phone use during school hours. Each district must create its own policy, thereby ensuring local control. The Department of Education and Workforce is also directed by the bill to create a model policy that schools may choose to consider or not.
