The Ohio House of Representatives has passed the Strategic Community Investment Fund, a historic initiative aimed at directing funds towards statewide, regional, and local projects. State Representative Tracy Richardson, who announced the passing of the bill, highlighted the significance of the fund in providing necessary improvements to the district's economy and infrastructure.
"These investments will have a lasting impact not only on this generation but the generations to come for the residents of my district," said Richardson. "With these state dollars, we will help build a brighter future."
The Strategic Community Investment Fund, which amounts to $350 million, includes over $39.4 million specifically allocated to the 86th House District and its surrounding communities. The fund was established using excess funding from the previous fiscal year, as part of the state's main operating budget passed in 2023.
Among the projects benefiting from the fund are upgrades to the Transportation Research Center's Impact Lab, which has received $12.5 million. This funding will solidify the center as a proving ground for automotive innovation. Marion Technical College will also receive $1.6 million for classroom and building renovations to meet the growing demands for a qualified workforce.
Other notable allocations include $450,000 for the renovation of the Soldiers and Sailors Memorial Chapel in Marion, allowing it to reopen to the public. The George W. King Mansion in Marion, listed on the National Register of Historic Places, will be restored with $300,000 in funding, providing an additional attraction to the city.
The Village of Richwood will benefit from $218,000 allocated to establish six new pickleball courts, while the Women's History Resource Center at the Marion County Federation of Women's Club will receive $185,000 for continued restoration. Furthermore, a walking trail will be created around the Lee Manville Memorial Park Baseball Field Complex, with $162,545 dedicated to the project, along with the construction of a new playground.
The Richwood Independent Fairgrounds will see the establishment of an ADA-friendly walking path, thanks to an allocation of $49,849. The Ohio Center for Advanced Technologies will receive $10 million to expand training and meet the workforce needs of the state's growing semiconductor, biotech, electric vehicle, IT, and advanced manufacturing industries.
The legislation also includes statewide capital investments, such as $600 million for the School Building Program Assistance Fund, $400 million for the Public Works Commission Local Public Infrastructure and State Capital Improvement Program, $397.6 million for higher education projects, and $250 million for local jail construction across Ohio.
These investments will be incorporated into the State Capital Budget bill, a two-year construction budget for capital improvement projects.
The passing of the Strategic Community Investment Fund demonstrates Ohio's commitment to investing in its communities and supporting economic growth. With a focus on infrastructure, education, and historical restoration, the fund aims to create a brighter future for residents and attract further development to the region.
