Ohio Governor Mike DeWine has enacted House Bill 497, a legislative measure aimed at enhancing the efficiency of county governments. The bill, sponsored by Representatives Roy Klopfenstein and Brian Stewart, seeks to update processes, reduce costs, and improve local government services.
Representative Klopfenstein stated, "H.B. 497 reflects our collaborative effort to modernize county operations and remove outdated barriers." He emphasized the involvement of the County Commissioners Association of Ohio and other stakeholders in crafting a law that supports effective governance while ensuring transparency and accountability.
The new law introduces several changes including streamlining county improvement projects, updating public notice requirements for the digital era, and increasing flexibility in hiring practices for public children services agencies. It also aims to modernize procurement rules, simplify property donations to nonprofits, and clarify coroner compensation and practices.
Representative Stewart highlighted the importance of these updates: "Some of the changes we’re making to improve efficiency on the county level include updating provisions that haven’t been reviewed since the 1950s." He expressed his commitment to advocating for policies that enhance government efficiency across all 88 counties in Ohio.
Stewart further noted, "By cutting red tape and modernizing procedures, we’re empowering local governments to better serve their communities."
House Bill 497 is set to become effective 90 days after its signing into law.
