Ohio representatives propose resolution for convention of states

State Representatives Riordan McClain and Bernie Willis have introduced House Joint Resolution 2 (H.J.R. 2) in Ohio, aiming to join a convention of states. This initiative seeks to limit federal power and address term limits for Congress members.

H.J.R. 2 proposes that Ohio joins 19 other states in calling for an Article V Convention to amend the U.S. Constitution. The focus would be on constitutional amendments to impose congressional term limits, mandate a balanced federal budget, and restrict federal government powers. To convene such a meeting, at least 34 states must pass the same resolution, with 26 states needed to approve any amendment proposals during the convention. For any proposed amendment to become part of the Constitution, it must be ratified by 38 states.

Representative McClain stated, “The American citizens have expressed over and over again that they are tired of constant federal overreach.” He emphasized the importance of returning power to the states through this constitutional process.

Representative Willis expressed pride in sponsoring the resolution, highlighting its non-partisan nature. He pointed out historical precedents where state-led conventions prompted positive changes at the federal level.

In addition to H.J.R. 2, McClain and Willis introduced House Bill 67, known as the "Faithful Delegates" bill. This legislation outlines guidelines for Ohio delegates attending the convention, including restrictions on voting on proposals affecting certain constitutional amendments like the Bill of Rights and others. It also establishes procedures for delegate selection.

House Bill 67 will now proceed to a House committee for further consideration.
