The Ohio House of Representatives has passed House Bill 268, which aims to update the Certificate of Qualification for Employment (CQE) program. The bill seeks to make it easier for individuals who have been incarcerated to reenter the workforce by allowing them to apply for a CQE one year after their release from incarceration. This change aligns the timeline with the Certificate of Qualification for Housing (CQH) program.
Currently, those with felony convictions must complete up to five years of Community Control Sanctions and then wait an additional year before they can apply for a CQE. Supporters say this process creates barriers to reintegration and rehabilitation.
“This bill creates hope and an opportunity to strengthen the workforce,” said State Representative Tracy Richardson (R-Marysville). “It will get those who have been incarcerated and released the opportunity to return to work sooner.”
The proposed legislation updates only the eligibility timeline for applying for a CQE. It does not alter other aspects such as the application process, disqualifying offenses, or judicial review requirements.
House Bill 268 will now be considered by the Ohio Senate.
