State Representative Tracy Richardson has expressed her support for House Bill 247, also known as “Avery’s Law.” The legislation aims to introduce new regulations for owners of vicious dogs to help prevent attacks.
“This bill targets irresponsible or repeat offenders of extreme aggressive dog behaviors to prevent vicious dog attacks,” said Richardson. “It protects innocent lives while ensuring due process for dog owners. The Dog Wardens in my District are supported by this legislation too.”
The bill includes several key provisions. It imposes criminal penalties on a dog owner if they negligently fail to prevent their dog from attacking without provocation. It also grants local dog wardens the authority to seize a dog immediately following such an attack. Additionally, it revises investigation and enforcement requirements when there is a complaint indicating a possible violation of any provision of the Dog Law.
The bill provides protections for dogs that are defending themselves, their owners, or their property. However, it mandates the termination of the dog if it kills or seriously injures a person after due process is received.
House Bill 247 is named in honor of Avery Russell, who was severely injured in a dog attack in Reynoldsburg, Ohio, in June 2024 at the age of 11.
The bill will now proceed to the Senate for further consideration.
